My cat is 3 years old and has been healthy. Now, he has lost considerable weight and will not eat.
He will rarely drink water, then lays down by the dish and looks confused as to why he is there.
He walks a little ways and then kind of flops over and lays down.
He is an indoor cat, gets food regularly, what has happened? It is like he has gone downhill overnight.

Hi... Thanks for popping by and asking. The answer of course is to see a good vet as soon as possible but there is no harm in discussing this here as well.
Your cat is clearly not just being picky. He is ill.
You cats symptoms are not just a loss of appetite which is a general symptom. Diagnosis just on that symptom is impossible; tests need to be carried out. Your cat seems to me to be feeling very unwell and as a consequence has lost appetite. The failure to drink too is very worrying. Listlessness is caused by an underlying disease and/or lack of food and water.
My immediate thought is a concern that this could be a
serious illness so as I said a vet is needed. And I understand the reluctance because of the costs etc.
There are a number of nasty diseases that cause loss of appetite. All unwell cats might suffer a loss of appetite.
FeLV
causes general lethargy and loss of appetite for example.

Have there been other symptoms such as a vomiting, diarrhea or jaundice?

Another possibility is
feline pancreatitis as it causes weight loss/loss of appetite. There are other possible symptoms such as vomiting.
Other possibles are
poisoning
,
mouth disease
and obstructions in digestive tract or mouth.
Feline Distemper is very serious and causes the cat to stop drinking. A cat with this disease is obviously very ill.
I hope this helps a bit. As I said the symptoms are too general to allow me to pin down a diagnosis (which I wouldn't do anyway as only a vet can do that).
